Behavioral Health Leader Wendy White Tiegreen Joins Lexicon Strategies as Partner

Nationally Recognized Expert to Drive Transformative Solutions in Behavioral Health Policy

ATLANTA, GA  – Wendy White Tiegreen, a nationally recognized leader in behavioral health policy and finance, has joined Lexicon Strategies as Partner. With over 30 years of experience driving innovative solutions in Medicaid financing, workforce development, and recovery services, Wendy brings invaluable expertise to the firm’s expanding portfolio of impactful community and social initiatives.

“Her leadership in Medicaid financing and innovative recovery support models aligns perfectly with Lexicon’s mission to drive meaningful, lasting change,” added Lexicon Strategies Managing Partner Brian Tolleson. 

Previously serving as Deputy Chief of Staff and Director of the Office of Medicaid Coordination & Health System Innovation at the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD), Wendy oversaw policy and finance for the state's behavioral health and intellectual/developmental disabilities programs. She played a pivotal role in the launch and stewardship of Georgia’s 988 crisis services continuum and was the principal contract manager for the Georgia Crisis and Access Line. Her leadership has shaped services representing over half a billion dollars in delivery and care.

A champion of peer recovery support, Wendy was part of the original team that developed the first federally recognized Peer Support services in the nation. She co-authored the Certified Peer Specialist curriculum, which has been instrumental in growing a workforce of approximately 65,000 certified peer specialists across the United States. Wendy’s contributions have garnered recognition from national agencies and peer-run organizations alike. In 2024, she was featured in the documentary From Stigma to Strength: Georgia is the Birthplace of the Certified Peer Specialist Movement and honored by the Georgia House of Representatives for her contributions to the peer recovery movement.

“Wendy’s deep expertise and passion for behavioral health will be invaluable as we expand our efforts to develop impactful solutions for communities,” said Lexicon Strategies Managing Partner Billy Linville. 

Wendy’s legacy extends to children’s mental health, maternal mental health policy, crisis services financing, and the development of community-based behavioral health systems. She has contributed to numerous national publications, including the National Academy for State Health Policy’s Care Coordination Standards and the National Academies of Science, Engineering, and Medicine’s recent publication on expanding the behavioral health workforce.

Wendy resides with her husband Carl and their family dog in a historic home in the Atlanta area and they are blessed to have their two daughters nearby.
