Lexicon Strategies partnered with Georgia’s Department of Behavioral Health and Developmental Disabilities, capturing their expert guidance on Opioid Settlement Fund utilization in order to advance behavioral health in the state
[OVERVIEW]
Lexicon Strategies Partner, Ryan Roemerman, was instrumental in developing a comprehensive framework report and strategic plan for the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) to best utilize the National Opioids Settlement funds and to communicate DBHDD's priority areas of focus for Behavioral Health over the next three years. Ryan and his team at Lexicon Strategies leveraged their expertise in advisory committee engagement, research and analysis, and plan creation to deliver an exceptional outcome for their client.
[THE CHALLENGE]
Defining the core recommendations to have maximum impact in ending one of the deadliest health care crises in Georgia was one of the heaviest lifts. The Lexicon team overcame these challenges by facilitating an advisory committee of DBHDD leadership team members who provided regular feedback on deliverables and drafts. They guided the committee, completing a thorough literature review, analyzing similar initiatives in other states, and refining baseline requirements for a formalized written guidance report that defined the core recommended strategies with goals and timelines focused on Prevention, Treatment, Recovery, Harm Reduction, and Research and Evaluation. After an iterative process with the advisory committee, the report was refined for external-facing audiences with specific examples of programs that can help fulfill the guidance presented in the plan.
[A STRATEGIC PLAN]
The ultimate challenge was to deliver a polished and shareable external strategic plan that clearly communicated DBHDD's priority areas of focus for behavioral health over the next three years. Lexicon worked closely with the DBHDD team to determine priority areas of focus, gathered plan documents, and structured them into a draft report with easy-to-understand benchmarking tools to measure success and timely and useful data that will be needed to track key performance indicators.
Lexicon also spearheaded the creation of high-level fact sheets that clearly detail various aspects of DBHDD's work in a simple, easy-to-read format. They conducted six facilitated discussions with DBHDD leaders and staff to review and refine the fact sheets and finalize the impact plan.
[RESULTS]
The partnership between Lexicon Strategies and DBHDD resulted in a comprehensive and effective framework report and guidance for the optimal utilization of the 2022-2024 National Opioids Settlement funds.
The finalized 26-page Opioid Recommendation Report was designed and delivered, accompanied by two draft webinar presentations for general and specialized audiences. The partnership also resulted in a polished, shareable, external 177-page Behavioral Health Strategic Priority Plan that clearly communicates DBHDD's priority areas of focus for behavioral health over the next three years.
Additionally, 14 fact sheets were created, one for each office and one for 9-8-8, the Annual Behavioral Health Symposium, and for Certified Community Behavioral Health Clinics.
